When you say "Does it matter how clear the stone is for it to work for astrology" are you referring to the clarity of the stone and how well you can see through it? If that's what you are referring to, then no I don't personally think it would matter if it was more of a cloudy stone, although jewelry stones don't tend to be.
If you are using crystals or gemstones for astrology, it honestly wouldn't matter. What matters is to choose ones that resonate with you and that you're drawn to.
We do have Ruby and a specimen size Blue Sapphire. The Sapphire, being a specimen size (larger size) wouldn't be suitable for jewelry and the Ruby could be used for jewelry if you wanted to wire wrap it or wear it as a ring, but they're not jewelry cuts.
