No, there is no guarantee that if you gave them Rose Quartz that they would return your feelings. Crystals don't really work that way to influence another person's freewill to benefit ourselves.
You could give them the gift and let them know how you feel to see if they feel the same way and you can work them to build a relationship together.
There's a lot of misconception when it comes to using crystals for love especially because many promote that if you work with a love stone, like Rose Quartz, the person you like is going to fall into your life and love you back; but it truly doesn't work that way. Crystals don't influence the freewill of someone else as mentioned, but they sure can influence our own world's when we begin to work with them.
That's not to say that if you begun working with a love stone, learning to love yourself better that you won't attract love, but it may not happen with the person you think it would or when it should. The universe doesn't work on our time as they say ;)
