I'd recommend some Rose Quartz.
It's soft, gentle and a lovely vibration that I always recommend for babies or small children.
Apart from that, Rose Quartz is really lovely for the skin and healing.
I'd recommend popping a stone or two into some water, letting the stones charge that water for a short time, no longer than 30 minutes and then letting the water run over the area where the hemangioma is. Alternatively, you can put it in her bath water and then wash her with it but try to keep exposure to a minimum. Less is so much MORE in this case with babies because their energies are much more open than ours as adults.
