To answer your question, no. It is not mandatory that it be a clear quartz. I actually prefer to use Smoky Quartz, as I feel it does a better job removing blocked energy. It is entirely up to you which crystal you use for this purpose. It doesn't even have to be a pendulum. It can be a wand or any other shape of crystal. What matters most is the intention you're using.
