No it's not bad luck to give crystals as gifts. If it's what you want to give someone, follow your intuition.
It's best to clear them before you gift them and then put a little note with the gift explaining how the person can easily clear their crystal so that they know.
It won't bring them bad luck if they don't cleanse it but it also depends how they use it. If they're just using it decoratively, then fine, they don't need to cleanse it regularly and will most likely do so when they're dusting. If they're using it for healing, then it would be necessary to clear them regularly so that's why you can explain to them how to do so.
