I would like to know if cut and polished clear quartz crystals are as good at healing as rough crystal points.

Whether to use rough or polished is truly a personal preference. I feel that cut and polished pieces can be used for the healing process and work just as well as a rough crystal point.
Clear Quartz can be polished and shaped into many healing tools that you may not have available otherwise.
For instance, look at the Clear Quartz sphere. The shape of the sphere, made from a large, natural chunk of Quartz, helps to direct the energy evenly in all directions at once, as opposed to a raw, natural point, which directs a singular energy either into the energy body being healed, or pulls a singular energy out of the energy body (as in removing dense energy or toxins).
Quartz can be shaped into other healing tools such as the Pyramid, Vogel Wand, Egg, and so forth. The polishing/shaping process gives access to a much larger choice of tools for the healer.
I look at all crystals as a gift. Of course, choosing polished or raw is a personal preference esthetically. Energy wise, some would say that by polishing, energy is lost or uneven somehow. I prefer to think of it simply as either walking around in your birthday suit or putting on a pretty dress. You are still the same person, the same self, the same basic energy, no matter how you are dressed up or down. Your energy vibration only changes through human emotions. “I look awful naked” or “I look fantastic in this dress.“ Polished or shaped pieces appeals to some because of their smooth nature. Others feel that raw is best because it comes directly from Mother Nature and has not been manipulated in any way. The core energy vibration, in my experience, is the same.
My best advice is to pick what you are drawn to. This is your intuition at work.
