Interesting the exact same question asked twice today! :) I love when that happens! :)
Black Tourmaline removes negativity by pulling in the negative energy and transmuting it to positive energy, which cleanses a person, space, etc from that dense, negative vibe. While it does not absorb and keep the energy within, I still think it is a great idea to clean Black Tourmaline. Here is how I think of it:
Think of an air filter.......while it filters out harmful dust and pollutants, transmuting dirty contaminated air into clean, breathable, healthy air..it still needs to be changed regularly. Black Tourmaline filters out negative energy and dense vibes (which are not conducive to our highest good) and transmutes that energy into positive vibes. Still, after all that work, I personally feel that Black Tourmaline should be cleansed once a month or so--if only to say "Thank You for the work you do". A lot of folk may feel it does not need cleansing at all, but in my simple way of thinking, everything needs to be cleaned now and again :)
